互联网金融助推上海国际金融中心建设的若干思考

摘　　要：互联网金融以其独特的信息处理方式掀起了一场资源配置革命。上海的互联网金融发展在国内处于领先水平,但从互联网金融发展趋势和国际金融中心建设目标看,上海的领先优势正在弱化。其中既有互联网金融在资源配置和信息处理方式对传统国际金融中心形成路径的弱化,又有金融业态创新与传统金融监管模式之间的不匹配,二者共同构成了对上海国际金融中心建设的新挑战。该文基于上海互联网金融发展的实际情况,通过对相关企业和政府部门的调研,提出互联网金融"鼓励创新"与"有效监管"并举的发展新思路,以及"适度监管、分类监管、协调监管、协会监督"的监管新框架,主张在现阶段开展"信息披露和金融业务监管"双管齐下的监管方式,以更好地满足信息化时代互联网金融发展的内在诉求,不断优化公平竞争的营商环境,引导上海互联网金融企业健康成长,使之成为上海国际金融中心建设中的重点与亮点。Internet finance,with its unique way of information processing,leads to a wave of revolution of resources allocation. Although Shanghai internet finance development is in the domestic leading level,the advantages are shrinking in the perspective of the trends. The reasons are complicated. Some are from the way of the internet finance follows to allocate resources and to process information weakening the modes of traditional financial center evolving. Others are due to the mismatch between the formats innovation and current regulatory rules. All these make up the challenges to construct Shanghai international financial center in the moment stage. From the reality of Shanghai internet finance development,it is supposed to change to the new idea encouraging innovation with effective regulation. A new framework is put forward characterized by ＂moderate,classification,coordinated and social supervision＂on the internet finance. It is emphasized that we should hold the same weight of both information regulation and finance regulation so as to satisfy the demands of development of internet finance in information-based era,quite special to running a fair business surrounding. Some new policy suggestions are also give out to promote the construction of Shanghai international finance center by the internet finance.
