摘　　要：以战略性新兴产业特征检视石油化工产业,急需通过专利创新来提高产业科技含量,使石油化工产业符合战略性新兴产业的要求。石油化工产业集群在专利发展中存在专利管理运用能力不强,专利研究人才不足,忽视实用新型专利研究及缺乏针对"安全、卫生、环保"及落后产能的专项研究。需要通过提高石油化工产业集群专利管理运用能力,积极聚集石油化工产业人才、建立产学研合作研究机制和建立以企业、市场、政府为核心的专利技术研究联盟的发展路径,实现战略性新兴产业要求的资源节约型和环境友好型产业。a view of the petroleum chemical industry with the characteristics of strategic emerging industry, the urgent need to improve the content of science and technology industry through patent innovation, make the petrochemicalindustry in line with the requirements of strategic emerging industry. The petroleum chemical industry cluster in the patent development in the presence of patent management application ability is not strong, lack of patent resear chtalent, ignore the research of utility model patents and lacked the ＂special study on safety, health, environmental protection＂ and backward production capacity. Needs to improve the petrochemical industrial cluster of patent management skills, positive accumulation of petroleum and chemical industry personnel, establish cooperation mechanism research and the establishment of the enterprise, market and government as the core patented technology research alliance＇s development path of resource conserving and environment friendly industries to achieve the requirements of strategic emerging industry.
