摘　　要：在我国的城市规划管理体制中,二维空间与三维空间的脱节是导致城市特色丧失的重要原因,仅仅依靠在控制性详细规划中附加部分城市设计的指导性指标,是无法真正实现城市设计意图的。中观层次城市设计是从三维空间与城市人文精神的角度弥补控制性详细规划的不足的,其最终目标是将城市设计的成果内生于控制性详细规划的空间布局与各项控制指标,并为城市公共空间与环境的营造提供指引。In urban planning system, urban design guidelines incompetence in integrating two and three dimensional space to a large extent accounts for the loss of cityscape character. Intermediate urban design makes up for the defects of traditional regulatory planning in space and spirit. It integrates urban design products with regulatory layout and indices and guides public space and environment creation.
