摘　　要：利马气候大会在目前政治基础上取得了较好的成果,为2015年谈判和巴黎会议奠定了基础。但成果中也有相当的模糊性和不确定性,对某些字眼的解读可能千差万别,在某些方面还出现了倒退的情况,将导致"2015年协议"和《公约》多边合作机制的约束力越来越弱。Based on the current political reality, a step forward has been achieved in Lima Climate Conference toward the 2015 negotiation and Paris conference. However, ambiguity and uncertainty could also observed in the outcome decisions, possibly leading to very different understanding on specific wordings, and steps backward could also be observed. All these would make a weak and non-legally binding 2015 Agreement, showing multilateral cooperation under UNFCCC towards more and more decentralized.
