摘　　要：十八届四中全会作出了全面推进依法治国的重大战略决策,明确规定:党的领导是全面推进依法治国、加快建设社会主义法治国家最根本的保证,必须加强和改进党对法治工作的领导,把党的领导贯彻到全面推进依法治国的全过程。本文就如何加强和改进党的领导进行了探讨,从多个方面论证了党的领导是依法治国的根本保证这个重大的原则问题。The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China made a ma- jor strategic decision to promote the rule of law in China, clearly specifying that the leadership of the Party is the most fundamental guarantee of both governing the country by law, and speeding up the construction of the socialist country ruled by law, that the Party＇s leadership must be strengthened and improved over the rule of law, and that the leadership must be implemented in the whole process of comprehensively promoting the governance of the country by law. This paper elaborates on how to strengthen and improve the Party＇ leadership, and substantiates an important matter of principle that the leadership is a fundamental guarantee of governing the country by law.
