摘　　要：通过对城市现状"控规一张图"和"红线一张图"的应用困境分析,研究提出了城市规划管理"用地一张图"的全新理念,将控规与土地审批红线融合成"一张图",以明确土地的使用状况,规范土地使用规划的编制、审批实施及后期核实。研究以杭州市为例,实践了从分离到整合的城市规划信息管理模式,制定了数据整合规则和更新机制,建立了信息支撑平台,有效地推动了城市规划管理工作的进步,促进了城市用地的可持续发展。Through analysis of “one drawing” of regulatory planning and red line dilemmas, the paper raises “one drawing” land use management, which integrates regulatory plan and land use plan to regulate the compilation, implementation and inspection of land use plan. The paper takes Hangzhou as a case, practices planning info management from segregation to integration, makes data integration principle and renovation mechanism, establishes info support platform, and promotes urban planning management and sustainable land use.
