摘　　要：随着维和行动的不断发展和演变,联合国维和警察的快速部署方式也已经从过去的待命安排机制过渡到目前的常备警力。常备警力的设立不但缩短了新任务区警察部门建构的周期,提高了警察工作效率,还可指导或直接参与任务区当地执法、司法和监狱管理工作,并适时开展对警察部门行动能力的评价和评估,向任务区警察警监提出建议。梳理联合国维和警察常备警力的概念、历史沿革、组建及职责,提出组建中国维和警察常备警力的建议。With the development of the UN peacekeeping, the standing police capacity has taken the place of stand- by arrangement system. The foundation of standing police capacity not only raises the efficiency of the UNPOL, but also shortens the establishment period of the police component in the missions. The standing police capacity also guides or directly takes part in the law - enforcement, administration of justice and correction administration. It eval- uates the operation capacity of UNPOL in the mission and report to the police commissioner. The paper researches on the following three aspects which are the concept, history and the execution of the standing police capacity. It resear- ches on the standing police capacity systematically which is to be of great help for peacekeeping research.
