论苏北社会管理创新的现状及突破口

摘　　要：苏北社会管理创新是推动区域社会经济发展的重要举措,也是实现江苏"两个率先"战略的关键所在。苏北社会管理创新取得了初步成效,但一些深层次和实质性问题依然未得到根本解决,客观上制约了苏北跨越式发展的进程。改革必须考虑特定时空条件下系统要素的协同共进,但选择改革的突破口无疑具有方法论上的必要性,需要立足区域社会经济发展的实际,推进苏北社会管理理念和制度的创新。The Social management innovation is not only the important strategy to promote the economic development of regional society,but also the key point to realize the " Two Firsts" of Jiangsu Province.Although the social managementinnovation has achieved tentative results,some deep and substantive issues have not been fundamentally solved;thereby restrict objectively the process of the leap-forward development of the northern Jiangsu.Therefore,during the process of the reform,we should take account into the cooperative effect of system elements under a specific space-time condition,base on the practical situation of regional economic development,and impel the concept and system innovation of the social management in northern Jiangsu.
