中国预防腐败的组织体制与工作机制简论

摘　　要：围绕预防腐败的关键领域与薄弱环节,结合中国国情,对预防腐败组织体制和工作机制进行探讨:从政务公开透明、权力问责、一把手权力分削、廉政预警、官员财产申报、政府部门财务公开等方面构建权力内部制约的体制机制;从规范人大政协监督、保障司法监督权威、强化行政监督、党内纪检垂直管理等方面构建权力内部监督的体制机制;从监督失职连带问责、监督人员年度双向考评、监督对象轮流调换、不同权力监督部门相互制约等方面构建监督权力的监督制约体制机制;从自我教育、培训教育、党内民主生活会、思想觉悟群众考评等方面构建思想教育自律机制;从群众舆论监督、新闻媒体监督等方面构建社会监督制约体制机制。Centering on the key areas and weak parts in corruption prevention, this article focuses on the construction of organizational system and working mechanism of preventing corruption with Chinese characteristics. It first discusses the construction of internal restraints mechanism from six aspects： government affairs being brought into the public, accountability system, leaders power segmentation, early warning system, property declaration and financial disclosure of government. Then, it talks about the construction of an internal supervision system from four aspects： standardization of NPC and CPPCC supervision, insurance of judicial supervision authority, intensification of administrative supervision and vertical management in Party Discipline Inspection. Next, it explores the power supervision construction from four aspects： supervision and dereliction of duty from joint accountability, mutual supervision of staff appraisal, mutual restriction of different supervision departments. Thirdly, it advises the construction of ideological and institutional mechanisms from four aspects： self-education, training, party democratic life and evaluation of ideological consciousness of the masses. Lastly, it investigates the construction of social supervision system and mechanism from the aspect of the supervision from the general public and media.
