增强我国工会组织凝聚力研究——基于工会干部素质提升的视角

摘　　要：我国工会组织凝聚力的大小对工会能否担负起维护职工权益,参与社会管理等艰巨的社会职责至关重要。影响组织凝聚力的因素很多,其中人的要素起着决定性作用。工会干部素质影响着职工群众对工会组织的归属感、对工会工作的满意度以及对工会活动的参与度,是影响工会组织凝聚力的核心要素。工会干部除了具备党管干部的一般素质要求外,还应具备由于工会工作的特殊性而提出的一些特殊要求:一是特殊的政治地位要求工会干部必须有高度的政治责任感和较强的统筹协调能力;二是光荣的历史使命要求工会干部必须有坚实的群众基础和深厚的群众情怀;三是艰巨的社会责任要求工会干部必须有扎实的专业知识和过硬的业务能力;四是为提高中国工会的国际地位、扩大中国工会的国际影响,要求工会干部必须具有国际视野和战略眼光。在全面深化改革背景下,我国劳动关系利益格局和劳动者队伍结构、思想状况、利益诉求、维权意识都发生了巨大变化,工会必须研究新情况、新问题,进一步完善干部选拔、任用、考核机制,加强工会干部教育培训力度,不断提升工会干部素质,努力打造一支知识型、专家型、活动型、服务型、创新型的高素质工会干部队伍,进而提升工会组织的整体素质,增强其向心力和凝聚力,完成党和职工所赋予的神圣职责。The cohesion of trade union organizations is important for the unions to take on safeguarding the rights and interests of workers in, par- ticipating in social management and other difficult social responsibilities. Many factors influence the organizational cohesion, the human factor plays a decisive role. The quality of union cadres affect workers＇ feeling of belonging to a trade union organization, sense of job satisfaction and participa- tion in trade union activities, and is the core elements of influencing the trade union organization cohesion. In addition to the general qualities, supervised by the party, trade union cadres should also have some special requirements because of the partic- ularity of the trade union work： firstly, special political status of trede union cadres must have a high sense of political responsibility and strong coordi- nation ability; secondly, the glorious historical mission require trade union cadres have the solid foundation and deep feelings of the masses; thirdly, ar- duous social responsibility require trade union cadres have a solid professional knowledge and excellent business ability＇, fourthly, to improve the Chi- na union international status and expand the international influence, the union cadres must have international vision and strategic vision. Under ~e background of deepening the reform comprobonsively, tremendous changes have happened in China＇s labor-relation patterns and work- ers＇ team structure, ideological status, interests demand, rights awareness, etc. Trade unions must study the new situation and new problems, further improve the cadre selection, appointment, evaluation mechanism, strengthen the education of trade union cadres training, continuously improve the quality of trade union cadres, strive to build a high quality trade union cadres team with knowledgetype, expert type, activity type, service type and innovation type, strengthen the overall quality of trade union organizations, enhance the cohesion and centripetal force, and complete t
