摘　　要：科学有效的科技政策评估是科技管理工作的重要基础。通过介绍美国科技政策评估的法律体系及组织架构,并以小企业技术创新研究计划的评估过程为例,分析了美国科技政策评估的目标、对象、统计指标、组织模式、评估方法及结果使用等实践做法,以期对我国科技政策评估提供借鉴参考。Scientiifc and efifcient evaluation on science and technology policy is the important foundation of science and technology management. This article studies the legal system and the organizational framework of the science and technology policy evaluation of the United States. By the assessment example of the SBIR （ Small＆amp;nbsp;Business Innovation Research ） program, the paper analyzes the evaluation object, target, statistical metrics, organizational mode, methodology, and result application with respect to U.S. science and technology policies, in order to inform the science and technology policy evaluation of China.
