摘 要:构建农村宅基地有偿退出机制是盘活我国闲置农村宅基地、提升农村集体建设用地利用效益的重要手段。借鉴城市国有土地储备制度,结合农村宅基地特征,建立基于土地收储的农村宅基地有偿退出机制,需要制定统一规范、科学严谨的宅基地收储流程,建立合理的收储补偿标准,制定科学的补偿主体利益分配制度,完善相应的运行保障与监管制度。外部环境建设方面要完善相应的法律法规,科学编制区域居民点体系规划,制定"农村宅基地‘一户一宅’管理实施细则",探索农村宅基地在一定范围内的有偿使用制度。Building rural housing land exit mechanism with compensation represents an important mean for revitalizing the idle house-site in the countryside, and increasing the use efifciency of rural collective construction land. This paper argues that the key to building rural housing land exit mechanism with compensation based on land purchasing and storage is to formulate uniifed, standardized, scientiifc and precise land purchase and storage process. Not only must we establish reasonable purchase compensation standard, set up scientiifc distribution system with regard to compensating the main interests, and improve the corresponding run-guarantee and supervision system, but we must develop corresponding laws and regulations, make scientiifc system planning of regional residential areas, work out detailed implementing rules of management of “one household, one housing land”, and explore the system of compensated use of rural housing land in a speciifc range.
