对防洪护岸工程环境影响评价有关问题的讨论

摘　　要：随着我国环境影响评价制度的逐步实施,越来越多的防洪护岸工程实施了环境影响评价制度,对于实施过程中出现的问题,值得研究和探讨。以彭水县靛水新城乌江滨江段防洪护岸综合治理工程为例,分析对比了世界银行和我国对防洪护岸工程环境影响评价的要求和做法。分析结果表明,两者的主要内容相似,但在深度和关注点上存在一些差异,世行的环评要求更细致、深入,更注重项目替代方案及人文关怀,我国环评工作应参考和借鉴世行的要求,进一步加以改进。With more and more flood control and bank protection projects constructed and the enforcement of environmental im-pact assessment system in China, the environmental impact assessment of flood control and bank protection projects was devel-oped continuously and several problems was worthy discussing. Based on a case of flood control and bank protection project by Wujiang River in Dianshui New City, Pengshui County, the characteristics and requirements of environmental impact assessment proposed by China and the World Bank were analyzed and compared. The main contents of both standards were similar, but some differences existed. The World Bank system was deeper and more careful, in which the alternative program and human care were focused more.
