摘 要:从人力资本、技术进步和政策环境的视角,构建了国家创新转型的长期影响模型。选取日本1965—2009年的时间序列数据进行格兰杰因果关系检验,结果显示:人力资本、技术进步对国家自主创新强度具有显著的长期正向影响,且人力资本的影响时间更长;积极的教育政策对人力资本积累具有显著的长期正向影响;积极的研发政策对技术进步幅度具有显著的长期正向影响。研究结果暗示,可以通过合理的、长期的人才技术政策来促进国家的持续创新转型。A long-term dynamic model of national innovation transformation driven by human capital, technical progress and inno- vation policies was supposed and checked using Japanese annual data from 1965 to 2009 by Granger causality test. It was showed that both the human capital and the technical progress had significant positive effects on the national independent innovation strength for a long time, while the acting duration of the human capital was more longer than that of the technical progress ; an active policy for the na- tional education would significantly promote the accumulation of human capital in the long run; and an ambitious R&D policy could contribute to the technical progress persistently. The results implied that a continuous national innovation transformation might be in- duced by the enduring effects of a set of reasonable policies around the talent and technology.
