摘  要:立法部门对行政部门的预算进行监督具有扎实的理论基础和丰富的政策实践。基于多国立法机构预算监督实践,从权力保障、能力建设和约束机制这三个维度构建了一套评判立法部门预算监督效力高低的标准,并利用这一标准对我国人大预算监督情况进行了问卷调查和定量定性评价,其中,我国《宪法》中关于人大预算监督权限的保障性等指标得分较高,而人大代表与社会公众之间预算委托代理关系的强度等指标得分较低,总体来看,人大预算监督象征意义大于实质意义。为了实现人大预算监督从形式向实质的转变,近期可以将改革重点放在较容易解决的技术性层面上,如推进预算公开透明,增强预算的全面性和详细性等,但是长期来看深层次的制度性改革必须进行,如实现全体人大代表的职业化和专业化等。The legislature has a strong theoretical basis to supervise the budgets of the government. This paper attempts to establish a set of indexes to evaluate the budget supervision efficacy of the legislature and conduct a survey of the budget supervision of the People's Congress based on these indexes. Some evaluation items, such as the constitution safeguard, get high scores, while other evaluation items, such as the budget principle-agent relationship between the representatives and the public, get very low scores. The budget supervision of the People's Congress is still symbolic. To transform the budget supervision of the People's Congress from the symbolic state into the substantive state, the recent reform should focus on the technical problems, such as improvement of the transparency, the integrity and detail of public budget, but the deep institutional reform, which is essential in the long run, should concentrate on the professionalization of all NPC members.
