摘　　要：我国造纸工业在资源、环境、生态时空上存在较大的区域差异,本文遵循防治污染,资源循环利用,保护生态环境原则,围绕资源环境承载力,资源禀赋、生态环境和环境容量的差异,结合我国现阶段各类型区造纸企业的分布情况及造纸工业的特点,从环境、资源和生态约束入手,提出了各类型区环境准入的技术要求及执行建议,为我国造纸行业进一步分区域、分类别及差别化管理提供决策依据及支持。China＇s paper industry have large regional differences on resources, environment, ecological space and time. This paper follows the principle of prevention and control of pollution, resource recycling, protection of ecological environment, around the resources and nvironment carrying capacity, the differences between resources endowment, the ecological environment and environmental capacity, combined with the distribution of papermaking enterprises at the present stage in China and the characteristics of the papermaking industry, this paper puts forward environmental access technical requirements and implementation of recommendations of various region from the constraints of environment, resources and ecological. This paper will provide the decision basis and support on regional, classified and differentiated management for papermaking industry in our country.
