欧盟畜禽养殖环境监管政策模式对我国的启示

摘　　要：欧盟是世界畜禽养殖污染防治的领跑者,在清洁生产技术政策、循环农业发展模式、污染防治监管手段等方面沉淀了大量成功经验。通过分析欧盟畜禽养殖环境监管政策,针对中国治理需求提出健全塔式法律法规体系、完善奖惩结合型政策体系、实施系统化总量减排、建立全程化环境监管体系和营造良好舆论氛围等5项启发和建议,为下一步落实《畜禽规模养殖污染防治条例》要求,统筹设计中国畜禽养殖污染环境监管体系提供借鉴。European Union is the world leader in the pollution control of livestock and poultry breeding, especially in the policy - making of the cleaner production technology, developing of the circular agriculture and adopting the effective means of the pollution control supervision. This article analyzed the environmental policies which EU had adopted, consequently derived five suggestions aimed to provide thresholds for the implementation of the “Large - Scale Breeding of Livestock and Poultry Pollution Control Regulations” and the design of the environmental supervision system. These five suggestions included： （1） to complement the “Tower- Style” laws and regulations system; （2） to establish the policy system of “Rewarding and Punishing” ; （ 3 ） to implement the system of the “Total Emission Reduction） ; （ 4 ） to setup the full procedure of the environmental supervision system; and （5） to create the sound atmosphere for the public involvement.
