摘 要:为提高应急决策的合理性和科学性,有效控制油品泄漏后的扩散范围,降低泄漏导致的环境污染后果,将量化风险评价技术中的泄漏量预测模型、环境敏感性分析技术中的流体扩散模型以及国外关于特殊环境下油品泄漏量与扩散速率的经验算法有机结合,建立了一套用于预测站场内储存设施、干线管道等在不同泄漏模式下的泄漏量、溢油扩散轨迹及每一时间段对应的油头位置的模型,有效地指导了溢油拦截点的选取和油品回收工作的开展。该技术可以有效地提高应急物资准备、周边应急力量调配的合理性和科学性,对于应急方案的编制和紧急状态下现场的应急指挥具有指导意义。To make more rational and scientific decision in case of emergency, effectively control the spread of any spilled oil, and reduce the environmental pollution caused by oil leakage, this paper organically integrates the leakage prediction model of quantitative risk evaluation technology, fluid diffusion model of environmental sensitivity analysis technology and experienced algorithm of oil leakage and diffusion rate under specific environment abroad to set up a model which can be used to predict leakage under different leaking patterns in storage facilities in terminals and main pipeline, diffusion track of oil spilling and oil head position corresponding to each time period. The results have provided effective guidance for selecting spilled oil containment points and recovering oil. The technology enables the emergency supplies preparation and surrounding emergency power allocation to be more rational and scientific, and is therefore significant for preparing the emergency plan and the emergency command on site.
