摘　　要：为加强海外石油开发项目环境管理工作,结合海外环境管理经验,从环境影响评价、废弃物管理和环境应急管理3个方面探讨,提出了建议。结果表明:环境影响评价相关工作是顺利取得环境许可,进而保证年度工作计划顺利实施的关键;废弃物管理是资源国政府最重视的环境管理工作,也是环境管理水平和能力最直接的体现,主要包括废水、废气、固体废弃物的管理;良好的环境应急管理可最大程度上减轻对环境造成的污染,降低环境事件/事故带来的各项损失。To strengthen the environmental management of overseas petroleum development projects, the suggestions are proposed through discussions from environmental influence evaluation, wastes management and environmental emergency management by combining the experience in overseas environmental management. The result shows that the environmental permission has already been smoothly obtained for related work of environmental influence evaluation,thus the smooth implementation of annual work plan is principally guaranteed. Wastes management, the environmental management highly valued by the resource country＇s government and also the most direct manifestation of environmental management level and capacity, mainly includes the management of effluent,waste gas and solid wastes. Sound environmental emergency management could mitigate the environmental contamination to the greatest extent and also reduce the losses brought by the environmental accidents/incidents.
