摘　　要：图书馆开展网络资源采集与利用工作是信息网络技术发展的必然,各国都有相关项目开展。文章试分析网络信息资源采集的重要性与必要性,阐述国内外网络资源采集的法律依据,分析图书馆网络资源采集与利用中存在的版权问题,并提出可操作性的处理建议,为今后图书馆开展网络资源采集与利用工作提供参考。That library promotes Web information acquisition and application is an inevitable result for information technology development, and all countries have carried out relevant projects. This article tries to analyze the importance and necessity of Web information qcquisition, and describes the legislative authority of worldwide Web archive, and analyze the copyright issues of Web information acquisition and application, and also gives the proposals for operability and the reference for library Web information acquisition and application in future.
