摘　　要：坚持公立医院的公益性是公立医院改革目标所在。提出公立医院公益性重塑除必须坚持顶层制度设计外,还应从医院自身发力,充分发挥医院文化的导向、约束及激励作用,充分调动医务人员积极性,促进公立医院回归公益性。Adherance to the public welfare is the goal of public hospital reform. We hold that the regression of public welfare should insist the top-level system design as well as relying on the hospital＇s own efforts. Hospital culture can play a role in guidance, restrain and incentive, the enthusiasm of the medical staff can be aroused and ultimately promote the regression of public welfare.
