摘　　要：公共图书馆政策是公共权力机关特别是政府在一定历史时期内,根据需要而制定的发展公共图书馆事业的行为准则和行动方案,在政策执行过程中会受到执行人员需要、动机、情绪、意识、认知、态度等心理因素的影响。加强执行人员的心理教育,强化执行人员的心理动机,健全执行人员的心理素质,增进执行人员的责任意识,提高执行人员的政策认知,有利于公共图书馆政策的有效执行。The policy of public library means that the public authorities, especially the government set code of conduct and action plan to develop public library cause as needed during certain history period, it will be affected by executive psychological factor on need, motivation, emotion, consciousness, cognitive, attitudes, etc. According to strengthening executive psychological education, reinforcing executive mental motivation, improving executive psychological quality, enhancing executive responsibility consciousness, heightening executive policy cognition, this will benefit the effective implementation of the policy of public library.
