严寒地区绿色村镇建设利益博弈分析

摘　　要：改革开放以来,随着城市的稳健发展,发展相对缓慢的村镇建设逐渐被社会各界所关注。针对村镇建设过程中出现的一些问题,以及严寒地区村镇建设较为落后的情况,总结严寒地区村镇建设研究现状,依据绿色环保理念和村镇建设的内涵,定义了绿色村镇建设。根据利益相关者的定义,通过严寒地区村镇建设实地调研访谈,总结绿色村镇建设中的利益相关方,分析其利益需求,并找出这些利益相关者之间的利益矛盾,针对其中的村镇政府和村镇居民之间的利益矛盾进行分析,建立博弈分析模型,其中,村镇政府和村镇居民作为利益需求主体,经过单边改进分析,输出模型结果显示,二者应该完全合作。With the steady urban development after the reform and opening-up,the speed of town construction is relatively slow and town construction has attracted attentions of Chinese society. There are some problems in the town construction. Focusing on these problems and the backward town construction in China＇s cold region,this article reviews existing literatures and introduces the research about town construction in the cold region. Based on the connotation of town construction, this study puts forward the definition of green town construction. Then,on the basis of the Stakeholder Theory,this study identifies the players in the green town construction by analyzing the interest needs of town construction in old region. The contradiction of interest among these players has been found out. A game analysis model is established to analyze the contradiction of interest among local government and inhabitants. The model yields results after unilateral improvements analysis, indicating that the two players should completely collaborate.
