摘　　要：基于陕西出台的宅基地退出政策,运用文献综述法和归纳演绎法,对陕西出台的宅基地退出政策进行了评价,以期为完善宅基地退出政策和促进农村宅基地有序退出提供决策参考。研究结果表明:1)陕西农村宅基地退出政策主要存在农户宅基地退出的内涵和外延不清晰、测算补偿的依据有待完善、分区域制定补偿标准不合理、补偿标准过低、补偿方式单一以及忽视了农户意识形态方面的因素等问题。2)提出了明确界定农户退出宅基地的范围、科学确定农村宅基地退出补偿依据、从农户退出意愿与政府补偿意愿相结合的视角制定宅基地退出补偿标准、按户核算农户退出宅基地的补偿标准、农村宅基地退出需要地方各部门的协同努力等对策建议。The purpose of this paper is to improve the current rural homestead exit（RHE） policy and provide the references for achieving the orderly exit of rural homestead by appraising the current policy of rural homestead exit（RHE） in Shaanxi province,using the literature reviews and the inductive and deductive methods.The conclusions presented in the paper are as follows：（1） there are 6 key issues in RHE policy in Shaanxi province,which included that the unclear connotation and extension of RHE,the incomplete basis of measuring RHE compensation,the unreasonable regional RHE compensation basis,the lower RHE compensation standard,the single RHE compensation mode and the factor of neglecting farmer＇s ideology.（2） some suggestions were put forward including defining the scope limitation of RHE,drawing up the reasonable basis of RHE compensation,formulating the RHE compensation standard in view of combining the farmer＇s willing of exiting his homestead and governmental payment ability and willing,evaluating scientifically the RHE compensation standard according to each farmer＇s homestead,and strengthening the coordination ability of each governmental office for advancing orderly the work of RHE.
