摘　　要：全面落实建设社会主义文化强国,增强国家文化软实力理论是时代的需要。贯彻十八届三中全会的文化体制改革精神,必须坚持中国特色社会主义文化发展方向,必须坚持以人民为中心的工作导向,必须坚持中国特色社会主义文化发展道路,运用文化引领、凝聚、推动功能,牢固把握十八届三中全会新思想新举措,营造良好的生态文化环境,打造优秀的文化主体,推进文化体制机制创新,开创中国特色社会主义文化强国建设新局面。We should implement the theories of establishing a socialistic culture power as well as enhancing national cultural soft power to meet the needs of the times. To implement the spirit of the Third Plenary Session of the 18 th CPC Central Committee to reform the cultural system, we should stick to the direction of developing a socialistic culture with Chinese characteristics, stick to a people-centered work orientation, stick to the path to develop a socialistic culture with Chinese characteristics, and at the same time utilize the leading, uniting and pushing functions of culture and grasp firmly the new ideas and new measures of the Third Plenary Session of the 18 th CPC Central Committee to foster a sound eco-cultural environment as well as outstanding cultural subjects, promote innovation on cultural system ad mechanism,thus we can create a new phase of the construction on a socialistic cultural power with Chinese characteristics.
