城镇居民医保、新农合制度实施现状及统筹整合的对策思考——以四川泸州市为例

摘　　要：目前,我国城镇居民基本医疗保险制度及新型农村合作医疗制度在运行过程中存在着诸多问题:居民医保和"新农合"独立运行、转接不畅;机制单一,城乡差距明显,自主选择性差;多头管理,条块分割,效率不高;监管难度大,"看病贵"问题突出。对这些问题,可以从实现思维意识和体制机制的一体化、进一步整合医疗保险管理机构、向基层医疗机构倾斜医疗资源配置、增加医保基金的筹融资力度和确保医保基金安全平稳运行等方面加以解决。Currently, there are many problems in the operation process of the basic medical insurance system for urban residents and the new rural cooperative medical system in our country, such as the independent running of the urban residents health care and the new rural cooperative medical system which makes it difficult to transfer; single mechanism, a disparity between urban and rural, and poor selectivity; bull management, market fragmentation, and low efficiency; difficulties in regulation, and the high cost of getting medical treatment, etc.. To solve these problems, we should realize the integration of thinking consciousness, the systems and mechanisms; further integrate the medical insurance management agencies; tilt medical resource allocation to grassroots medical institutions; increase the fundraising and financing efforts in medical insurance fund; and ensure the safe and smooth operation of medical insurance fund, etc..
