社区体育法制建设研究——以郴州市创建体育之城为例

摘　　要：在郴州市创建体育之城的大环境下,对郴州市社区体育法制建设进行研究,社区体育法制建设滞后表现为:全民健身计划未落到实处、全民健身活动开展受限、全民健身活动保障薄弱、全民健身权利缺失。为解决上述问题,采取以下措施:完善社区体育设施建设和管理的法律法规、完善社区体育行政执法与监督制度,完善社区体育组织管理与发展机制,完善社区体育经济保障政策等基本思路,确保人民群众体育权利,为郴州市创建体育之城提供坚实法制保障。In the trend of Chenzhou establish sports city,it studies the community sports legal construction of Chenzhou city on this thesis. The results show that the community sports legal system construction lag behind shown as：the national fitness program doesn＇t implement action;The national fitness campaign is limited;The national fitness program security is weak and the lack of the rights of the national fitness. In order to solve the all these problems,taking the following measures：completing the community sports facilities construction and management of laws and regulations; improving the system of community sports administrative law enforcement and supervision;Improving the mechanism of the community sports organization and management and development; improving the basic thoughts of community sports economic security policies;To ensure people＇s sports right,providing a solid legal guarantee for Chenzhou establish sports city.
