摘　　要：知识产权管理是现代科研院所制度建设的重要内容,更是农业科技成果转化与应用工作的核心部分。实施知识产权全程管理,努力做到农业科技创新"顶天立地",是我国农业科研机构面临的共同课题。文章通过剖析实施知识产权全程管理的背景,总结分析国内外农业科研机构知识产权管理的先进经验,结合国家级农业科研机构知识产权管理工作的实际情况,从管理规范、工作体系和支撑平台等角度提出实施知识产权全程管理的建议。Intellectual property management is one of the most important element to modem public research institutions, and also the key to transfer and application process of agricultural science and technology achievements. Implementing lifecycle intellectual property management （LIPM） to make sure agricultural science and technology innovation achieve ＂head in the clouds and feet on the ground＂, is the common challenge faced by agricultural scientific research organizations in China. The background of LIPM was explored in the paper. The experiences of performing LIPM in both foreign and domestic agricultural scientific research organizations were summarized and analyzed. Combined with actuality of intellectual property management in national agricultural scientific research organizations, suggestions were put forward from such aspects as the management standards, framework and platform to carry out LIPM.
