基于过程方法的高校校园安全管理体系建设与运行

摘　　要：高校校园安全管理体系应体现基于过程方法的管理理念和现代安全科学理论的系统安全思路。首先确定校园安全稳定方针和各层级的安全目标,然后对安全管理体系进行策划,对危险源进行辨识、评价和控制;建立程序化的纠正与预防管理机制,消除高校校园中的危险源或降低危险源所带来的风险。通过高校校园安全管理体系的实施与运行、监控与持续改进,可最大限度地减少校园安全事故的发生。The university campus safety management system should embody the idea of process approach and the theory of mod- ern safety science. The university should first establish the campus safety policy and objectives at relevant functions and levels, and then ensure the planning of the safety management system is carried out to identify, assess the hazard and determine the necessary controls. The university should also establish the procedure for the corrective and preventive management mechanism to eliminate the hazard of university campus or minimize the risks. The implementation and operation of campus safety management system as well as monitoring and continuous improvement can minimize the occurrence of security incidents on campus.
