基于产业发展的城镇化可持续发展研究——以佛山市顺德区为例

摘　　要：通过深入广东省顺德地区实地调研其产业和城镇化发展状况,综合运用区域经济学、产业经济学、经济地理学等多学科的理论与方法,把现代产业经济与城镇化发展相关理论结合起来,并依据顺德区2006—2012年的经济发展数据及其在珠三角城镇群产业圈的地位与作用,分析研究顺德区产业发展特点及与城镇化发展历程的关系。研究结果表明:顺德的产业发展基本上是依据市场需求自下而上自由发展起来的,带有明显的经济要素自由流动的特点;具有集群式产业联动发展、龙头企业带动中小型企业共同成长、专业市场发动、一镇多产业共同发展等特点;产业的良好发展使顺德具备了强大的经济实力和坚实的城镇化发展基础,具有典型的产业带动城镇化发展特点。但是仅以工业化带动城市化的发展道路已不能适应新形势的要求,城市升级转型迫在眉睫。顺德区的发展应融入到珠三角城镇发展的总体系中,地方政府应在产业升级和城镇空间优化、培育本土商业消费、高等教育科研等方面加强扶持及调控,以实现产业"由大向强",从"以业兴城"到"以城促业"的重大转变,保持良好的可持续发展趋势。The status of industry and urbanization development was investigated in situ for the Shunde district of Foshan city. The relationship between industrial characteristics and urbanization process was analyzed using economic data from2006 to 2012 for Shunde district. Basically, industry of Shunde bears apparentfeature of free movement the economic elements due to freely development from below on the basis of the market demands. Therefore, industry of Shunde has a series of characteristics such as clustering, industrial linkage development, small and medium enterprises grow together with leading enterprises, professional market launching and multi industry developing within one town. Powerful economic strength and a solid foundation for urbanization development were set up due to well industrial development. A typical characteristic of Shunde is urbanization development driven by industry. However, urban transformation and upgrading is extremely urgent because urbanization development driven by industrialization is unable to meet the demands of the new situation. In order to realize the transformation from＂urban development risen by industry＂to＂city promotes industry＂and remain well trend of sustainable development, the present study suggests that the development of Shunde district should be integrated into the urban development system of the Pearl River Delta. for the realization of the industry＂from big to strong＂, the authors pointed out that the local government should strengthen the support and regulation in the industrial upgrading, urban space optimization, local commercial consumption cultivation higher education and scientific research.
