Studies on Vital Factors Impacting the Veterinary Science and Technology(Sci-Tec) Talent Team Building in China with Delphi Method

摘　　要：在文献研究和前期工作的基础上,拟定了4个大框架下22个可能对我国兽医科技人才队伍建设产生重要影响的因素。采用德尔菲法以背对背形式对31名相关领域的专家开展了三轮问卷咨询,通过统计学方法定量评价各因素的重要性。研究结果显示,人才激励保障、人才培养机制和领军人才占比3个因素对我国兽医科技人才建设影响力最大,在此基础上构建了11个因素组成的重要影响因素体系。本研究可为我国兽医科技人才队伍的中长期建设规划提供了理论依据和技术支撑。The vital factors impacting the veterinary Sci-Tec talent team building system was studied with Delphi method. On the basis of related archives and previous job, a questionnaire sheet including 22 vital factors in 4 major categories was drawn up and three round questionnaires were conducted in 31 experts related to the talent team management. The importance of various factors was quantitatively evaluated through statistical method. The study revealed that the talent team encourage and guarantee mechanism, the talent team development scheme and the leading talent proportion were the three biggest impacting factors in China＇ s veterinary Sci-Tec talent team building and a system composed of eleven factors was constructed. The study provided theoretical basis and technical support of the medium and long term veterinary Sci-Tec talent team development program in our country.
