摘　　要：水利信息化发展"十三五"规划是全国水利发展"十三五"规划的重要的专项规划之一,是指导全国水利信息化今后5年发展的阶段性、纲领性文件。根据水利信息化发展现状和信息技术发展情况,结合水利改革发展需求,在归纳梳理近年来相关规划内容的基础上,提出水利信息化发展"十三五"规划涉及的发展现状的定位、面临形势和存在问题的分析,以及对规划思路、目标、任务、重点项目等关键问题的初步考虑。The Water Resources Informatization Plan is an important special project in the national water development in the 13th Five-Year Plan Period. It is a phased guideline for the national water informatization in the next five years to come. Based on the status quo of water informatization and information technology, and in accordance with the requirement in the water reforms, this thesis combs through and summarizes related plans in recent years, and puts forth the determination of the current development goals, and analysis on the existing conditions and challenges, as well as presents preliminary thinking on crucial issues including the approach, goals, tasks, and key projects in the plan, etc.
