探索中前行——编制县(市)域总体规划的启示

摘　　要：县(市)域总体规划编制是浙江省加强和改进城乡规划工作的一项重要举措,是推进规划体制改革的一个创新。本文通过具体项目案例分析,阐述县(市)域总体规划有别于以往城市总体规划和城镇体系规划的一系列特点和重要性。作为浙江省建设部门和国土部门在规划编制过程中的第一次合作,虽然在部门之间的衔接和编制程序上还存在一些问题和不足,但县(市)域总体规划实现了发展空间与用地指标之间的有效衔接,在总体规划编制层面具有里程碑式的意义。The compilation of the master plan of county （city） administrative area is an important measure to enhance and improve the urban and rural planning in Zhejiang Province and also an innovation to promote the reform of planning system. Based on detailed analysis of certain projects, this article elaborates a series of features and significance of the master plan of county （city） administrative area that is different from the former urban master plan and the town and country system planning. As the first time cooperation between the Construction Department and the Land Department of Zhejiang Province in planning compilation, although there are still some problems in the communication and the compilation procedure, the planning realized the effective connection between the space development and the allocation of land use with success, which can be regarded as a milestone of the master plan compilation.
