摘 要:近些年来,专业社会服务组织越来越广泛地介入到基层社会治理和社区服务之中。尽管对于各级政府而言,引进各类社会服务进社区有着重要的社会管理体制改革意义,但对于基层社区管理组织而言,这些专业社会服务组织往往是一个潜在的资源和话语权的竞争者。这就导致了基层社区行政主体对社会服务组织的不合作甚至是排斥的态度。社会组织为了顺利在社区"安家",努力和基层体制内组织搞好关系,调整策略,通过各种方式来实现"合作"关系的建构。但这种非对称的"合作"实际上是脆弱的,且难以持久。In recent years, professional social service organizations are widely involved in grassroots social governance and community service. For the government at all levels, though the introduction of various social services into the community is of great significance to the social management system, yet those social service organizations tend to be potential contenders for resource and discourse right. This leads to the fact that the grassroots community administrative subject is disoperative, even repulsive towards social service organizations. In order to settle down in communities, social organizations make efforts to get along with grassroots organizations in system and adjust strategies to achieve cooperative relationship. However, such asymmetric "cooperation" is actually fragile and difficult to sustain.
