中国产业结构升级能缩小城乡消费差距吗?  

Can the China's Industrial Structure Upgrading Narrow the Gap between Urban and Rural Consumption?

摘　　要：运用空间面板计量经济模型从时间维度和区域差异视角探讨产业结构升级对城乡消费差距的作用机理。研究表明，中国城乡消费差距存在显著的空间集聚性，产业结构升级能有效缩小城乡消费差距，但在不同时期、不同区域，作用效果存在差异。1993～2002年产业结构升级拉大城乡消费差距，而2003～2012年“减缩”作用显著，且有正向的空间溢出效应；东部产业结构升级对城乡消费差距影响不显著，但有正向的空间溢出效应，中部拉大城乡消费差距；西部缩小城乡消费差距，存在负向的空间溢出效应。城镇化发展、政府行为等缩小城乡消费差距，经济开放水平和城乡收入差距等拉大城乡消费差距。This paper applies the spatial panel econometric models to discuss the indus- trial structure upgrading impact on the consumption gap between urban and rural areas in China from the perspective of time dimension and the regional difference. The results show that China＇s consumption gap between urban and rural is spatial agglomeration, industrial structure upgrading can narrow the gap between urban and rural consumption, but the effects are different. China＇s industrial structure upgrading enlarges the consumption gap be- tween urban and rural areas from 1993 to 2002, the industrial structure upgrading can nar- row the consumption gap between urban and rural areas, and has positive spillover effects in the period of 2003~2012. The industrial structure upgrading in the east of China has no sig- nificant impact on the consumption gap between urban and rural areas, but it has positive spillover effects, the industrial structure upgrade widens the consumption gap between ur- ban and rural areas in the central~ It narrows the consumption gap between urban and rural areas in the west and has negative spillover effect. The Urbanization, government behavior and so on all can effectively narrow the gap between urban and rural consumption, economic opening level and the income gap widen the consumption gap between urban and rural areas.
