福建农村社会养老保障面临的问题及应对措施——基于人口老龄化的视角

摘　　要：根据全国人口普查和历年的统计年鉴数据,采用定性与定量相结合的方法,在对福建农村人口老龄化的基本状况进行简要分析的基础上,重点分析了当前福建农村人口老龄化背景下所面临的主要问题,主要包括农村社会养老保障的水平较低、保障制度不健全、地区发展不平衡、缺乏社会性、缺乏专业管理人才和基金运营及监管不规范等;并有针对性地提出了相应的解决对策,以促进现存问题的解决。According to the National Census and Statistical Yearbook data,by the integration of qualitative and quantitative methods,the main problems in the rural aging population in Fujian Province are emphatically analyzed,including the low level of the rural social endowment security,imperfect security system,uneven regional development,insufficient sociality,the lack of professional management talents,the lack of standardized fund operation and supervision. The countermeasures are proposed to strengthen the propaganda on the rural social endowment security,develop the local economy to lay the economic foundation for the construction of the rural endowment security system,accelerate the construction of new rural social endowment security system,give full play to the government dominant role,encourage social forces participation,step up professionals training in the field of the rural social endowment security,reform and improve the rural social endowment security fund operation and supervision mechanisms.
