摘  要:针对储油库在储存、收发汽油过程中的油气排放总量控制问题,国家环境保护总局于2007年出台了GB 20950—2007《储油库大气污染物排放标准》,要求各地储油库在规定时限内完成油气回收改造。为了对各油库的油气回收装置运行情况进行统一监测,结合OPC,C/S结构,B/S结构等技术,在C#平台下开发了油库油气回收Web监测平台。测试表明,该系统具有良好的实时性、兼容性和可靠性,能够满足实际应用要求。Contraposing the problem of total gas vapor emission amount control during storing, receiving and dispatching in bulk gasoline terminal, GB 20950 2007 "Emission standard of air pollutants for bulk gasoline terminals" was proposed in 2007 by state environmental protection administration. According to this standard, oil-vapor recovery unit should be installed in every bulk gasoline terminal before deadline. In order to realize uniform monitoring and detecting of these units remotely in an integrated platform, an online Web monitor platform was designed based on OPC technology, C/S structure, B/S structure, etc. Actual test shows this platform is characterized by good compatibility, strong real timeliness and good reliability. It meets the practical requirements for application.
