摘 要:从农地征收中生态功能价值评估的必要性出发,阐述了生态功能价值评估的一般方法,并在此基础上分析了农地征收中生态功能价值的评估方法及补偿对象,得出生态功能价值评估的具体计算方法,再以河南省郑州市郊区为例进行实证研究。结果表明,对于农地征收中具体宗地生态功能价值的评估,可借鉴国内外基于替代成本法(RCM)、条件价值法(VCM)等方法的大、中尺度区域生态功能价值的研究成果,参照城镇建设用地宗地评估中的基准地价系数修正法进行。首先运用RCM、VCM等方法评估大、中尺度区域的生态功能价值,并以此作为基准价值,然后对基准价值进行日期、区域因素等修正以求取宗地生态功能价值。From the necessity of the appraisal of ecological function value in farmland expropriation, the common methods were demonstrated. The appraisal method and compensation objects were analyzed. The calculation method was established.The results showed that the appraisal could learn from foreign methods of ecological function value including RCM, VCM etc, and domestic and international function value of the large-scale and mes-scale regional ecology. The price appraisal can refer to the land data value method of land parcel appraisal of urban construction land. The technical routes were as follows :firstly, RCM, VCM and other methods were used to appraise the large-scale regional ecological function value, and the value will be as a preferred value. Then, the preferred value was corrected from some factors including date, area etc. to get ecological function value of the land parcel.
