农村土地流转制度变迁与农民收入的关系分析

摘　　要：从农村土地流转影响因素角度梳理了我国农村土地流转制度的变迁过程,通过对农户之间流转、政府组织流转和通过中介组织流转三种主要流转模式分析农民土地流转收益的比较得出,我国农村土地流转制度变迁是有利于提高农民土地流转收入的,且通过中介组织流转模式下农民土地流转收益最大。对农民收入结构的现状分析得出,农村土地流转收益太低、工资性收入高但稳定性不够和农民经营性收入仍是主要来源阻碍了农村土地流转;农村土地流转制度的变迁主要围绕提高农民土地流转收入来进行,但土地流转收入在农民收入中比重太低而影响了制度作用的发挥。最后,针对上述问题提出了今后农村土地流转制度变迁应该围绕改变土地流转收益分配机制、完善土地流转中介服务体系和加速农民工市民化三个方向进行。The transformation process of rural land circulation institution was reviewed. The land circulation profit of farmers was compared through the three major circulation modes including transferring between farmers, transferring through the government and transferring through intermediate organizations. Results showed that transformation of rural land circulation institution favored the income of the peasants＇ land circulation. Through analyzing of the situation of income structure of peasants, three factors including the lower income of rural land circulation, the higher wage income but with lower stability and business income of peasants were found to mainly obstruct rural land circulation. The transformation of the rural land circulation institution was related to improving the income of land circulation. The low proportion of the land circulation income influenced the working of the institution. It is advised to change the distribution system of land circulation income, perfect intermediary service system of land circulation and speed up the citizenization of migrant workers.
