造成空管安全风险的环境因素的定量评估

摘　　要：空管不安全事件的发生是由多方面因素造成的,其中环境是一个重要的诱发因素.文章对空管不安全事件诱发因素中的环境因素进行归纳,构建环境因素评估指标体系,通过管制工作一线调研的方式得到基础数据,利用模糊综合评价方法对调研数据进行定量评价,研究结论对一线管制单位加强安全管理,减少由于环境原因造成的不安全事件的发生有一定理论指导意义.同时为空管系统安全管理提供了一种思路,有一定实用价值.Occurrence of ATC unsafe events is caused by many factors, the environment factor is an important predisposing factor. The article analysized ATC unsafe events predisposing factor in environmental factors, constructed the evaluation index system of environmental factors, obtained the evaluation data from the actual ATC units, used fuzzy comprehensive evaluation model for quantitative evaluation of environmental factors. The evaluation of the results will strengthen the safety management of operating units, reduce unsafe events caused by environmental causes of the occurrence to theoretical significance. The result also provides a new idea for ATC safety management,which has certain theoretical significance and practical value.
