摘 要:从保障国家粮食安全角度出发,阐述了农业综合生产能力的内涵特征,系统总结了中国中部地区农业生产发展的资源特点和战略地位,并从农业产业基础、科技支撑作用等角度分析了湖北省农业综合生产能力现状,指出湖北省农业生产还存在集成创新成效不明显、农业科技服务体系不健全、农业科技投入不足、农产品深加工水平较低和劳动者素质有待提高等问题。从农业技术创新体系建设、农业技术服务推广体系完善、农业多元化科技投资体系建设、创新链与产业链对接和农民培训的强化等方面提出了增强中部地区农业综合生产能力的主要对策。The connotation and characteristics of agricultural comprehensive productivity were expounded and the characteristics of agricultural production resources and strategic position in central China were summarized from the perspective of food security in China. The situation of agricultural comprehensive productivity in Hubei Province was analyzed with the respects of the agriculture developing base, science and technology support function et al. It was found that the agricultural integrated innovation effect was not apparent. The agricultural science and technology service system was not perfect. The investment was lacking in agricultural science and technology. The deep processing level of agricultural products was low. The quality of la- borers was needed to be improved. The strategies of enhancing the comprehensive agricultural productivity including the con- struction of the agricultural technology innovation system, the perfection of the agricultural technology popularization system, the construction of diversified technology investment system, the connection of the innovation chain and the industry chain, the strengthen of the training of farmers were put forward to ensure our national food security.
