台湾农业金融的发展演变与经验借鉴——以金融体系建构及其发展历程为视角

摘　　要：台湾农业金融体系经过一个多世纪的历史变迁,最终形成以"农委会"为行政主管机构、以农渔会信用部为基础、以"全国农业金库"为顶层设计的一元化二级制的农业金融体系。该体系由监理机构、主体机构、服务机构和辅助机构等四个层面构成,其独特、完善的组织架构为台湾地区农村社会经济发展提供有效的制度保障。健全的法律法规、完善的金融体系、政府的主导服务和完善的金融网络是台湾农业金融体系有效运行的基本经验,可为大陆农业金融体系改革提供有益的借鉴。After more than one century’s development ,Taiwan eventually forms a unified two level agricultural financial system which is administered by the Council of Agriculture ,based on the Credit Department of Farmers and Fishers Associations , and top‐designed by the Agricultural Bank of Taiwan .The system includes four parts as the supervision ,the main body ,the service and the assistant organizations and the unique and perfect structure provides an effective system for the development of the rural area in Taiwan .The basic experience of effective operation of Taiwan’s agricultural financial system can be summarized as the sound law and regulations ,the perfect financial system ,the service guided by the government and the perfect financial network ,which can be useful reference for the reform of the agricultural financial system in China's Mainland .
