黄河流域水权交易机制研究——以黄河兰州段为例

摘　　要：水权交易是用经济学方法来解决环境问题的一种手段,通过建立健康的水权市场可以使水资源优化配置并起到保护水源的作用。基于环境经济学和新制度经济学的相关理论,介绍了我国有关水权分配和水交易市场研究现状。通过分析构成黄河兰州段水权交易市场主体、市场客体、水权交易类型和水权交易方式等水权市场的要素,总结建立由流域向市级和市级向区县级两级水权分配的水权交易市场模式,提出该段水权市场的运作机制模式,可为黄河流域兰州段水权市场管理建设提供参考。Water right trading is a way using econometric methods to solve environmental problems,which through the establishment of a healthy market can make the water better configured and play a role in water protection. Based on environmental economics and new institutional economics theories,this paper introduced research status of the allocation of water rights and the water market.This paper analyzes the main factor of constitution of Lanzhou section of the Yellow River right market,which contains the market object,subject,and types of water rights modes of water right trade.It also summarizes to establish the two -level water allocation,river basin to the municipal and municipal to county level,as well as the modes of the water market and its operation,and it will have important reference value for the water market management and building of Lanzhou section of the Yellow River.
