某含煤焦油废水倾倒环境突发污染事件应急处理的经验及建议

摘　　要：总结了某含煤焦油废水倾倒环境突发污染事故成功处理的主要经验。暴露了处理过程中应急监测方法繁杂耗时、应急机制不完善和工程专业力量薄弱等不足。建议加强区域含煤焦油废水风险管理,发展收集处理服务产业,预防事故;强化事故应急组织管理、培养专业队伍,开展专项科研;进行专项事故应急处理案例评价交流,提高应急预案可操作性。The main experience of treatment process of pollution accidents of coal tar wastewater pouring out environment is summarized,which reveals problems in emergency monitoring method that is time- consuming,emergency mechanism is not perfect, engineering professional team strength is weak. It is proposed strengthening the area risk management of coal tar containing wastewater collection and treatment,developing the service sector collection industry, accident prevention; strengthening emergency management, training professional team,carrying out special research. Meanwhile,special accidents case evaluation is discussed to improve the manipuility of the pre- plan.
