信息隔离墙制度对遏制医疗行业回扣行为的可行性探讨

摘　　要：从医生收受药品回扣的灰色利益链出发,分析证券行业信息隔离墙制度的概念、目的、范围、作用、内容和特点,探讨建立遏制医疗行为回扣行为的信息隔离墙制度的可行性。缺乏医疗行为信息管控机制,是导致医疗行业收受回扣的重要因素,信息隔离墙制度的理论基础、法律依据对建立防控信息系统具有较强的适用性。可以从建立指导意见、管理办法入手,控制信息权限、研发隔离墙软件,加强跨墙管理,采取清单隔离措施和开展定期评价等措施,并配套相关机制,综合治理和防范,遏制医疗行业收受回扣不端行为。According to doctor accepting drug ＂rebate＂ , the article analysis the purpose, scope, function, content and characteristics of the securities industry information barrier system, and discusses the feasibility of establishing Information isolation wall system. This article holds that the lack of medical behavior information control system lead the important factor that doctor accepts drug ＂rebate＂, theoretical and legal basis of Chinese wall has applications in building Prevention and control information system. From establishing the guiding opinions and management, it will be contained drug ＂rebate＂ by controlling information rights, researching protective wall software, Isolating list, evaluating regularly, the re- lated mechanism, comprehensive control and prevention.
