摘　　要：本文以俱乐部理论为研究视角,对山东省J市中小民营企业担保圈的形成、扩张、破裂的演化过程进行了分析,认为经济顺周期掩盖了中小企业担保圈的脆弱性、不对等性以及风险的传染性和系统性。基于此,本文认为中小企业担保圈应该有限发展,优化其规模、边界和对等性,并辅之以主办银行制度和贷款保证保险制度。From the perspective of club theory, this paper will analyze the whole evolution process of small and medium private enterprises （SMEs） guarantee circle in J city of Tsingtao, including formation, expansion and bank- ruptcy. Result shows that, the booming economy covers the fragility and the unequivalence of SMEs guarantee circle as well as the contagious and systematic of risks. Therefore, we should prudent control the development of SMEs guar- antee circle, improve its access requirements, organization border and equivalence. New financial patterns such as leading bank and loan guarantee insurance should be created to cover the shortage of SMEs.
