英国可再生能源激励政策对我国的启示

摘　　要：可再生能源发电的快速持续发展,有赖于一个有效的可再生能源激励政策体系的形成。但由于可再生能源利用的高成本,以及可再生能源的环境价值无法用货币体现,天然的可再生能源电力市场并不存在。文章介绍了基于市场化条件的英国可再生能源发展的政策机制,以英国可再生能源激励机制为例,重点分析了配额制、竞价制和上网电价补贴三种体制。最后,结合英国可再生能源电力市场经验,提出了完善我国可再生能源激励政策的启示。The high speed development of renewable energy generation is based on the efficient reforming of renew-able energy incentive policies. Due to the high utilization cost and consideration of the environment value of renew-able energy, the natural reformed renewable energy power market is not existing. This paper introduces the policiesand mechanisms for the developing of renewable energy based on the conditions of market in United Kingdom, and in-vestigates three renewable energy incentive policies in the United Kingdom including The Non Fossil Fuel Obliga-tion, Renewable Obligation and Feed-in Tariff. Finally, this paper proposes the enlightenments for perfection of Chi-nese renewable energy incentive policies with the experiences of renewable energy power market in United Kingdom.
