摘  要:化工装置泄漏是造成重大火灾、爆炸事故发生的主要原因之一,而80%以上的化工装置泄漏都发生在化学品输送管道,尤其是压力管道上。目前化工园区内多数中小化工企业尚未掌握压力管道泄漏的封堵技术,也未配备相应的设备和材料,针对这一现状,提出了将压力管道泄漏封堵工作纳入化工园区应急管理范畴的方案。首先由园区应急管理机构通过现有封堵资源调研、企业封堵资源需求分析,掌握园区压力管道泄漏封堵能力现状及缺口;其次园区应急管理机构通过加强封堵技术人员队伍建设、建立压力管道泄漏模型、配置封堵工器具、编制应急处置方案等手段整合并完善园区压力管道泄漏封堵能力;最后园区应急管理机构通过搭建泄漏封堵操作平台,以满足高效、机动的封堵要求,从而提高化工园区安全保障水平。Chemical plant leakage is one of the main causes of fire and explosion accidents,and 80% of leak age emergences take place in transmission pipelines,especially the pressure pipelines. Most small and medi um sized chemical companies do not have the leakage sealing technology for pressure pipelines. Neither are they equipped with appropriate equipments and materials. In view of the current situation of leakage scaling resources of pressure pipelines in Chemical Industry Park,this paper puts forward the plan to build leakage sealing of pressure pipelines into emergency management of Chemical Industry Park. Firstly, the status and gap is learnt by the emergency management agency of Chemical Industry Park through investigation and analyzing the leakage sealing resource; sedondaly, the leakage sealing capacity is integrated and improved through team construction, leakage model, sealing equipment configuration and emergency response pro gramming;{inally the leakage sealing platform is built to meet the requirement of sealing pressure pipelines efficiently and thus improve the security level of Chemical Industry Park.
