新型城镇化建设中农民权益保障问题初探

摘　　要：切实保障农民权益对新型城镇化目标的实现至关重要。我国城镇化建设中的农民权益保障面临着经济、社会权益保障不足、农民及其子女受教育权未能有效落实等问题。新型城镇化建设应切实维护农民权益,进一步推进户籍制度改革,完善土地征收及补偿制度、就业保障制度、最低生活保障制度、城乡一体化的养老保险制度和医疗保障制度,使新型城镇化真正成为以人为核心的城镇化。Effective protection of the rights and interests of farmers is crucial to achieving the goal of new urbanization. Contrastingly, we have to face the inability to protect the interests, rights, especially the equal right to education of farmers and their children. We must reform the dual household registration, improve the systems of land expropriation and compensation, the employment security, the minimum living security, the integration of urbanrural pension insurance and medical security, to ensure that the new urbanization will become people-oriented and safeguard farmers＇ rights and interests.
