摘　　要：目前,我国城市居民用水供需不平衡及价格水平偏低矛盾凸显,大部分城市供水企业处于亏损状态,不利于社会经济的可持续发展,城市居民用水价格改革势在必行。从城市居民用水的属性、价值与价格构成出发,探析居民用水价格形成模式及调整的主要原因,以北京市居民用水阶梯价格改革为例,阐述了相应观点并提出了相关政策建议。At present, the unbalance and the lower price level of the domestic urban water are prominent, and the water supply enterprises in most cities are at loss, which is harmful to the sustainable development of the social economy, and the relevant price reform must be executed. From the characteristic, value and price formation of the urban water, this paper analyzes the main reason for price formation pattern and adjustment, proposes relevant viewpoint and puts forward policy suggestion by taking example of ladder price reform of Beijing urban water.
